What PP-251 actually covers
Resolution PP-251 (in force since 8 July 2026) removes import customs duty and the recycling fee for a specific list of vehicles. It is not a blanket "all trucks tax free" rule — here are the real conditions:

Important: VAT (currently 12%) and customs processing fees still apply. This is "0% duty + 0% recycling fee", not "tax free".
If a vehicle imported under the benefit is exported again within 3 years, the waived amounts must be repaid. The policy is designed for fleets that will actually operate in Uzbekistan.

PP-251 truck import — frequently asked questions
Can I import a used tractor truck to Uzbekistan duty-free in 2026?
Yes — under Resolution PP-251, tractor units meeting Euro-5 or higher and not older than 5 years are exempt from import customs duty and the recycling fee until 31 December 2027. VAT (12%) still applies.
Which trucks qualify under PP-251?
Road tractors for semi-trailers (the category covering tractor units), Euro-5 emission standard or higher, not older than 5 years from manufacture. Dump trucks are explicitly excluded.
Are semi-trailers also duty-free?
Yes — semi-trailers with a gross vehicle weight over 15 tonnes or an internal body volume of 76 m³ and more also qualify for 0% duty and 0% recycling fee.
Is it completely tax-free?
No. PP-251 removes the import customs duty and the recycling fee. VAT of 12% and customs processing fees still apply. Beware of any offer advertised as "tax free".
Can a 2021 tractor still qualify?
It depends on the exact manufacture date — the 5-year limit is counted from manufacture. A 2021 vehicle is borderline in 2026: the manufacture month and clearance date decide. We check this per VIN before you commit.
Do Chinese trucks with China VI engines count as Euro-6?
China VI is technically comparable to Euro-6, but customs recognition depends on the emission certificate presented. We prepare the emission documentation and pre-verify it with a customs broker in Uzbekistan before shipment.
What is the landed cost of a truck from China to Tashkent?
Vehicle price + China-side export costs + transport (typically 7–15 days by road) + 12% VAT + clearance. Use the calculator on this page for a budget estimate, then request an exact per-VIN quote.
4×2 or 6×4 for China–Uzbekistan routes?
For standard long-haul general cargo, a 4×2 with a 90 m³ curtain-side trailer usually wins on fuel economy. Choose 6×4 for heavy cargo, mountain passes and poor road sections.
Can I re-export the truck to Kazakhstan or Afghanistan later?
If a vehicle imported with the PP-251 benefit is exported within 3 years, the waived duty and fees must be repaid. The policy targets fleets operating in Uzbekistan — plan accordingly.
